Mr. Ścibut was born in 1961 in the town of Piotrków Trybunalski. He graduated from the University of Łódź in 1985, obtaining a degree in clinical psychology. From 1980 to 1989 he was a member of the Independent Student Union (NZS), the student self-government and the Solidarity underground. In the early 1990’s he was head of the General Department of the Office of the City of Łódź. In 1992, he became the Director General of the Ministry of the Interior during the Government of Prime Minister Jan Olszewski. Later, he had worked in the publishing sector and in leadership positions. Having completed management level studies at the Foundation for Enterprise Development in Łódź, from 1997 to 2007, he headed up the Prasa Śląska, the Publishing Division of "Polskapresse". He was twice awarded the title of Manager of the Year that the company awards annully the company awars. In 2005, he graduated from Jagiellonian University in postgraduate studies win the area of human resource management. In 2009-2010, he prepared for the privatization of RUCH S.A., having had a seat on the Management Board of this stock company.
He then worked independently as a consultant and trainer in the management, recruitment and selection of executives’ sector. In addition, he had conducted historic studies concerning the 4th Highlander Riflemen’s Regiment and the Polish independence underground movement, later included in the program: “We should return to retrieve our fellow fighters. The partisan group of the NSZ - Bartek 1945-1947”. In 2015, he served as Deputy Mayor of Cieszyn and was responsible for the city’s development strategy, investments, real estate, roads, and protection of the environment.
Distinctions: Gold Cross of Merit, Merit as a Cultural Activist, the Gold and Silver Medal of Guardian of Places of National Remembrance, for Solidarity and Human Rights. In 2015, the Management Board of the Foundation of the Home Army (AK) in London awarded him the Danuta Siedzikówna "Inka" award.
